Welfare and other inefficiencies related to blacks are just paid with printed money. The system is not going to bankrupt itself because of handouts to blacks, although local budgets may be strained. The people in charge of the system do not live near black neighborhoods, so they aren't affected by the damage blacks do. The crime, general dysfunction and mistrust created by black behavior are useful to the system because these things prevent people from having strong communities that can resist tyranny.
