Looking at the list of countries that did not lock down, it seems like it's a mix of governments which are too dysfunctional to even operate an effective police force and ones that are so totalitarian such measures are seemingly unnecessary, e.g.:

Schools in Taiwan check students daily for signs of fever and restrict extracurricular activities. Shops, banks and office complexes are asking customers to stay 1.5 meters apart or wear facemasks — which are universal in Taiwan anyway. Indoor events must not exceed 100 people.

I respect Americans' right to arms but I question what value they have in political conflicts, in a world so full of espionage and so well-armed with nuclear weapons.
